How to file a complaint against an insurance company?

My adjuster has straight up lied to me multiple times. First said my claim was approved, then said it wasn't. Told me a check was mailed that never came. Wont return calls for days.

I want to file a formal complaint. Do I go to the state insurance commissioner? BBB? Both? What actually gets results?
