Ice dam damage in Maine - covered or maintenance issue?

We get ice dams every winter because of how old our house is. This year it caused interior water damage. Insurance is saying ice dams are a maintenance issue and denying the claim.

Is this right for Maine? It seems like half the old houses up here get ice dams no matter what you do. The damage to the interior should be covered shouldnt it?
