Louisiana Citizens - anyone understand how this works?

Got forced onto Louisiana Citizens after my insurer left the state. The policy is confusing - seems like theres layers of coverage with different deductibles for wind vs everything else.

Can someone explain the Louisiana Citizens structure? I want to make sure Im not missing anything before hurricane season. Also is it true theres an assessment they can charge everyone if theres a big storm?
