Minnesota ice dam claim - insurer requiring heat cable installation

Had ice dam damage last winter and insurance paid the claim. But now theyre requiring me to install heat cables as a condition of continuing coverage. Is this legal in Minnesota?

The heat cable installation quotes are $3-5k and I dont know if I can afford it. Can they really drop me if I dont install them?
