Ohio tornado damage - building code upgrade coverage?

Tornado damaged our house and contractor says repairs need to meet current building code which is stricter than when the house was built. Insurance only wants to pay for like-kind replacement.

Does Ohio require building code upgrade coverage? Looking at maybe $15k difference between what insurance wants to pay and what itll actually cost to repair to code.
