Tornado damage claim in Alabama - adjuster lowballing me

Had an EF2 tornado come through our area in March and it tore up our roof pretty bad. The insurance adjuster came out and is offering way less than what local contractors are quoting for repairs.

Does Alabama have any specific laws about tornado damage claims? I heard something about the Department of Insurance having a complaint process but not sure if thats worth pursuing.

Anyone dealt with tornado claims in Alabama before? The contractors are saying $28k minimum and State Farm is offering $16k.
