Vermont flooding from Irene still affecting policies

Tropical Storm Irene was years ago but apparently it still affects flood insurance in our area. Trying to buy a house and the flood maps were redrawn putting us in a higher risk zone.

Does anyone know if Vermont has any programs to help with flood insurance costs? The quotes are adding $3k/year to our housing costs.
