West Virginia flooding - repeat claims hurting us

We live in a hollow that floods regularly. Weve filed three NFIP claims in 10 years and now theyre saying were a "repetitive loss property" with restrictions.

Does West Virginia have any programs for repetitive flood properties? I keep hearing about FEMA buyouts but dont know how to apply. We cant afford to keep repairing and we cant sell.
