Wisconsin ice dam damage - denied as maintenance

Ice dams caused interior water damage and insurance denied it as a maintenance issue. The adjuster said we should have prevented ice dams from forming.

This is Wisconsin - everyone gets ice dams no matter what they do. Is there anything in Wisconsin law that protects homeowners from this kind of denial? The damage is clearly from ice dam backup, not gradual leak.
