Insurance keeps asking for more documentation - is this a stall tactic?

My roof got damaged in the hailstorm back in February and i filed a claim right away. The adjuster came out, said it looked like covered damage, and then... nothing. Three weeks later they emailed asking for photos. I sent 47 photos. Two weeks after that they want a contractor estimate. Got that too. Now they're asking for my full 5-year maintenance records on the roof.

Its been 7 weeks since i filed and every time i respond they find something new to ask for. My contractor said this is a classic delay tactic but i dont want to accuse them of bad faith if thats not whats happening. Has anyone dealt with this kind of back-and-forth before? At what point do i start pushing back harder?

For context this is a State Farm homeowners policy in Texas, $1,200 deductible, and the contractor estimate came in at $18,400.
