Mold found during water damage repairs - is this covered?

Had a covered water damage claim and during repairs the contractor found mold behind the walls. Insurance is now saying mold remediation isnt covered under my policy and its a separate issue.

But the mold is clearly FROM the water damage that they already approved. How can they separate the two? The remediation quote is $8,500 and I cant afford that out of pocket.
