State Farm sent their own engineer on my hail claim and only approved a $1,800 "spot repair" on a 14 year old roof. contractor and 2 neighbors got full replacements - has anyone successfully fought this?

looking for actual playbook advice from anyone who has been through this. quick context: hailstorm came through our neighborhood (north dallas) on march 28, 2026. ping pong ball sized hail per the NWS report, about 12 minutes of it. roof is a 14 year old GAF Timberline architectural, 3300 sqft house, builder install in 2012. i was home and watched the storm dent the cars in the driveway, so this is not subtle. four of my immediate neighbors filed claims within 48 hours of me.

i got three free estimates from local roofers before opening the claim. all three said "full replacement, this is totaled, you wont be able to match a 14 year old GAF blend if you only patch part of it." the slopes have varying degrees of damage but every slope has at least some bruising. one of the roofers walked me around and pointed out the splatter marks, the soft spots, the granular loss in the gutter screens. i opened the claim with State Farm same week, sent in photos, the works.

State Farm did NOT send their staff adjuster. they sent an "independent engineering review" from a firm called Donan. HAAG certified inspector showed up on a thursday, spent maybe 50 minutes on the roof, did a chalk grid on 3 test squares, took photos. polite guy, did not say much. report came back 3 weeks later: "isolated functional damage limited to south slope only. 11 confirmed hail impacts of impact-causing size. remaining damage observed is characterized as mechanical, blistering, or normal aging deterioration." their settlement: $1,800 to replace 8 shingles on the south slope and a single ridge cap section.

meanwhile two of my four neighbors got full replacements approved by Allstate and Travelers, no engineer report needed. one is right next door with a roof that is THREE YEARS OLDER than mine. the math here is wild. my contractor wrote a 4 page rebuttal explaining why a 14 year old roof cannot be spot-repaired without creating differential aging, color mismatch, and warranty voiding from GAF. State Farm responded that they "stand by the engineering determination."

questions for anyone who has been here: (1) is the move to demand my own independent engineer report and submit it as a rebuttal? what does that cost out of pocket? (2) is invoking the appraisal clause in the policy the right path? i hear about this in roofing forums but i have never done it. (3) does the texas matching statute apply here? my contractor mentioned it but couldnt give me chapter and verse. (4) at what point do you bring in a public adjuster vs an attorney? thanks in advance, im trying to learn the playbook here before i just accept $1,800 and a roof that will leak in 18 months.
