What is diminished value and can I actually get it?

Someone hit my 2 year old car and it was repaired through their insurance. Now I have an accident on the car's history which tanks the resale value.

A friend told me I can file a diminished value claim. How does that work? Is it hard to get? Do I need an appraisal?
